The thesis investigates conditions for creating 'the qualitatively different' in a welfare context: How can we study this from a relational process perspective - and what ideas of welfare does this open up to? What kind of considerations, relevant for the practice of leading welfare activities, may this provoke? And what does this add or respond to the governmental rationality, in which the practice of public management is currently embedded?
