This PhD study investigates how heterogeneous actors collectively create meaning through framing processes when translating new ideas in experimental co-creation processes. The study is based on a staged field experiment, in which heterogeneous urban actors develop an alternative solution to solve the challenge of empty square meters in city centers. To shed light on how heterogeneous actors collectively create meaning within this co-creation process, and the institutional complexity in which it unfolds, this study draws on concepts from Scandinavian institutionalism, translation theory, framing theory, and literature on experimental spaces.
