International Dimensions of Homeland Security: Partnerships Against Terrorism

The activities of today’s terrorists are not confined to nor inhibited by international borders. They form a loose global network often with linkages to transnational organized crime. All efforts to counter this threat demand effective international cooperation as well as national policies. Ambassador Arcos, former Director of International Relations for the United States Department of Homeland Security, will discuss the dimensions of and obstacles to this cooperation and possible future actions by the United States and the global community.

Ambassador Cresencio Arcos has had a long, distinguished career in the service of the United States. Over the years he has been Assistant Secretary and Director of International Affairs at U.S. Department of Homeland Security; Senior Deputy Assistant Secretary of State for International Narcotics and Law Enforcement; U.S. Ambassador to Honduras; Deputy Assistant Secretary of State for Inter-American Affairs and White House Coordinator for Public Diplomacy on Central America.
