There are high expectations to co-production between the voluntary and public sector in Danish municipalities, but there is a lack of clear understanding regarding what we are really addressing and how a collaboration can have co-productive qualities and Public Value. With a system-theoretical approach the dissertation, contribute to the study and practice of co-production, societal constitutionalism and hybrid law establishing a constitutionalized meta-code grounded in “the Butterfly-model” developed on behalf of the analyses.
