Cyber risks have evolved into an issue of strategic importance across public and private organizations. Expert-politics and markets are crucial vectors for the definition of what cyber risks are and what should be done about them. This dissertation zooms in on these questions and investigates the nature, roles, and variations of expert profiles and market actors in tackling cybersecurity issues
